Ask the Governor to:

  1. Declare a State of Emergency
  2. Call Legislature back in session for Civil Rights and Disparate Impact work.
  3. Issue Executive Orders:
    • Establish oversight transparency and accountability for state police.
    • Establish transparency and accountability on state policy for transfer of military equipment to state police.
    • Establish state police transparent communication and operational protocols with the Homeland Security Task Force.
    • Create and Operationalize Whole-of-Government programmatic approach to racial equity.

Ask The legislature to pass laws related to: 

  1. Enhance Civil Rights Funding and Enforcement 
  2. Establish State Consent Decrees 
  3. Create Disparate Impact Laws
  4. Ask them to take up the following bills:
    • Equal Protection Constitutional Amendment, enshrining a permanent safeguard against discrimination in Vermont’s constitution (PR.4).
    • Vermont Civil Rights Sovereignty and Equal Protection Act of 2026 (Proposed Bill). – Pending Introduction
    • Economic Justice Act, advancing policies to close the racial wealth gap and ensure equitable economic opportunities for all Vermonters (H.451)
    • Statewide constitutional and accountable policing (Oversight), reinforcing transparency, fairness, and trust between law enforcement and the communities they serve (H.361).
    • System-wide justice system data collection, providing the necessary insights to identify and rectify systemic inequities (H.382).

Ask the Mayor or City Manager AND City Council or Select Board to:

  1. Declare a City/Town Emergency
  2. Call a Special City Council or Select Board Meeting to deliberate the Civil Rights emergency and response options.
  3. Issue Executive Orders:
    • Establish oversight transparency and accountability for the local police, county sheriff or state police departments, as applicable.
    • Establish transparency and accountability on city/town policy for transfer of military equipment to the local police, county sheriff or state police departments, as applicable.
    • Establish local police, county sheriff or state police department transparent communication and operational protocols with the Homeland Security Task Force.
    • Create and operationalize Whole-of-Government Programmatic approach for the racial equity
  4. Adopt one or more of the following at the town level 
  5. Create an independent  Office of Civil Rights
