The population percentage of Black or African American
Vermonters in both Burlington and Rutland are estimated to be 4.36% and
1.8% respectively. Compare this to the percentage of use of force
incidents involving Black or African American Vermonters, which in
Burlington (2022) was 27.14%; in Rutland (2017) it was 17% of all  use
of force incidents. Similar differences can be found in specific types
of use of force used.
