Statement of purpose of bill as introduced: This bill 1) repeals the punishment of imprisonment for persons unable to pay fines for the breach of a penal law or other offense; 2) adds a population quality of life outcome that addresses Black Vermonters; 3) proposes to make various changes to the chapter governing the Executive Director of Racial Equity; 4) removes restrictions on renter’s ability to defeat more than one ejectment within a one year period; 5) rescinds waiver of law enforcement civil or criminal and liability for deaths or injuries caused in dispersing or apprehending rioters; 6) updates the appointment process and intake processes of the Human Rights Commission; 7) designates the Community Justice Centers to assist in fielding statewide complaints of alleged discriminatory practices; 8) prohibits racial profiling;
